INFORME MENSUAL DE FEBRERO/2026

MONITOREO DE EXPEDIENTES Y CARPETAS DE CORRUPCIÓN PÚBLICA – MES DE FEBRERO 2026

La Coordinadora de Abogados del Paraguay y Somos Anticorrupción Paraguay, en el marco de su trabajo contra la impunidad y utilizando la herramienta de transparencia del Observatorio – Poder Judicial, realizaron durante el mes de febrero de 2026 diversos controles y presentaciones ante distintas instancias del Poder Judicial y del Ministerio Público, en relación con expedientes y carpetas fiscales vinculados a procesos penales por hechos de corrupción. En el mes de febrero de 2026, se presentaron 150 notas en sede del Poder Judicial y la fiscalía.

Las actuaciones realizadas por nuestras organizaciones tienen como objetivo combatir la mora judicial y contribuir a evitar la impunidad, considerando que varios de estos procesos se encuentran en trámite desde hace años sin contar con una resolución definitiva.

La participación de la sociedad civil en el seguimiento de causas vinculadas con hechos de corrupción se encuentra respaldada por instrumentos internacionales ratificados por el Paraguay, que promueven la transparencia, el control ciudadano y la cooperación social en la prevención y combate de la corrupción.

En particular, la Convención de las Naciones Unidas contra la Corrupción (art. 13) insta a los Estados a promover la participación activa de la sociedad civil en la prevención y lucha contra la corrupción, garantizando el acceso a la información y el fortalecimiento de mecanismos de control social.

Asimismo, la Convención Interamericana contra la Corrupción reconoce la importancia de la participación de las organizaciones de la sociedad civil en los esfuerzos destinados a prevenir, detectar y sancionar los actos de corrupción.

Durante el mes de febrero se presentaron notas de urgimiento ante diferentes instancias del Poder Judicial y del Ministerio Público, con el objetivo de impulsar la tramitación de causas de alto interés público y evitar que las mismas queden impunes.

Este informe es remitido a los correos institucionales de los nueve ministros de la Corte Suprema de Justicia y del Fiscal General del Estado, a fin de que las autoridades competentes se encuentren debidamente informadas sobre la situación procesal de estas causas, los retrasos existentes y la culminación de las mismas.
